So on the average, does dual-wield perform twice the number of attacks as opposed to 1 weapon, not counting the miss rate of course?

Yes, though weapon speed becomes a factor. Since 1-handed weapons (especially daggers) tend to be faster than 2-handed, it can end up being something like 3-4 times the amount of attacks. Smaller attacks, yes, but more often.
