Actually for the Eth Rune (reduce-ac -> STATS_ITEM_FRACTIONALTARGETAC) and ITD (ignore-ac -> STATS_ITEM_IGNORETARGETAC) the target stats will only be applied from weapons if the specific weapon is used (see itemstatcost.txt, column damagerelated). If these properties are derived from a non-weapon source, then they will apply to all attacks.

The three skills Dragon Talon, Dragon Tail and Dragon Flight do not use the weapon stats (skills.txt, column SrcDam) to calculate the damage, so they will not get any benefit from these two properties. The skill Dragon Claw does use the weapon effect and should end up taking advantage of these properties, but probably only if they are on the prime weapon of the pair.
