If one of your priests is willing to pick up Improved Inner Fire you might be surprised at how much a priest can tank with another priest behind him. Shoot for lesser used talents like Improved Inner Fire and Martyrdom->Focused Casting and of course pick up Improved PW:S. With the "priesttank" shielding himself and pumping out Mind Blasts (Shadow/Disc) with Vampiric Embrace while in Shadowform I would be interested to see how much they could tank. I quickly put together a build taking into account your group:

Silence the target, preventing them from casting spells for 5 seconds.
Darkness - 5/5 points
Increases your Shadow spell damage by 10%.
Shadowform - 1/1 point
Assume a Shadowform, increasing your Shadow damage by 15% and reducing Physical damage done to you by 15%. However, you may not cast Holy spells while in this form.

Note that I did not include Improved PW:F because you have another priest that would likely have that talent. If not you could easily sacrifice some points from Mental Agility. With Shadow Weaving, Darkness, and Curse of Shadows this guy can probably pump out some serious damage when he is not tanking as well. I have avoided all threat reduction talents for the purposes of tanking but moving some points to fade or one of the two threat reducers could also help if this guy becomes artillery (as if you don't have enough already).

Edit: Btw, if I remember numbers correctly (I haven't had improved inner fire for a while) a priest with IIF and in Shadowform will likely have damage reduction along the lines of either a high end mail wearer or a plate wearer with no shield. Don't have time to run the numbers right now...
