"Based on Character Level"

I bring this up for I recently found an item with XX% increase to find magic items-- based on (my) char level.

I know some items carry defense modifiers also part of this scheme; attack ratings, too.

How is the char level modifier acquired and applied? Thanks.

It's the level of the character using the item. When you level up, the value goes up. When you give it to a lvl1, it drops to nothing.

There's an entire horde of items that give "1-297 x (3 per level" and such. Even Leaf now has an ac mod.

Assuming there's no off the wall, obscure as hell blizzardesque bug with it.

Specifically, the bonus listed on the item is the bonus you're getting with the character holding the item. That is, if you hold it with a level 50 character, you'll see the bonus a level 50 character gets.

Also, all these bonuses are linear. So a level 20 will get twice the bonus of a level 10, and a level 99 will get 99 times the bonus of a level 1.
