Yes, but that earlier post says "TEST realm patch notes", which sounds as if it's all just testing :P

The very first sentence in Boutros' post that starts the thread is the exact link that you posted. And both links say "test-realm-patchnotes". So why would you think that yours were anymore "official" or set-in-stone than what Boutros posted? Unless you just never bothered to look at his thread or what your url actually was.
