Hmm...dodge...avoid...blocking...high defense...plague javelin...yummy
Is plague javelin viable in 1.09 even with the 4 second casting delay?
Does penetrate apply for melee attacks (such as jab)?
Can effective blocking go over 75% (because of high dex)?
Edit: Another question....has anyone used Impale before? The stats on Arreat Summit look pretty good...but I've heard that it's too slow. But then again, a Tankazon would have all the time in the world :P Thoughts?

Yes and other non-spear class weapons can benefit too.

1. Yes. Impale is slower than than . . . Hey have you tried to get a Sorceress chilled before casting Lightning? It's like that. <_<

Yes, Arreat Summit says Plague Javelin has a 4 second casting delay (while the duration of each casting lasts 3 seconds! Ack!)
I suppose I'll use Jab for mana leeching and boss-killing then.

The main problem with Impale is that it sounds like a constipated cat being scraped slowly across a rusty blackboard
