Worse. It's apparently multiplied as a third factor, apart from both weapon ED and stat/skill ED.

The way it works in the Beta is as follows

Say you have a Barb, 100 damage weapon, 600% damage from skills, auras and strength and an armour stuffed full of ed% jewels to the value of 110%

He does 100 * (100+600)/100 * (100+110)/100, doubled if critical strike kicks in

So the armour would more than double his damage

Even Biggins Bonnet is currently end-game gear

It is a Beta folks, and this seems to be the most extreme of the bugs. I certainly hope that they will fix it for the final version
