I dont know bolty... they do have your concept design and artwork so i bet you could at least tell them to change their concept of image because the way they have it its set up to be the lurker lounge i mean they are copying you outright, and just doing things differently but the front page is the same!, just because there in another country give them the say" I can steal your material concept", in which they have...threaten to shut them down or tell them to change there splash page

well i hate to say it there is a way talk to there hosting and tell him that there copying things even though your using d2, its your concept design if you can get them to understand they are copying your idea. most hosting companies wont deal with a site that can bring probelms to them

Bolty, I think you could try asking them to design their own look. In Poland, many less developed countries, the general public have a very different attitude to copyright. People copy much more freely. They might not realise that what they are doing is offensive to us. They might even consider it a tribute
