???? Perhaps I have not played the game to long. What is the problem again? The NPC just stand there, right? If you can't kill them or attack them, they will remain there. Obviously, they should not fight back at anything either. That is what there are guards for, they are civilians (if anyone need some rationalization for them not attacking).
