I think that the gloves and helm are a bigger sacrifice than you might be admitting.  As a practical matter, most characters assembling this or most other sets -- realms characters twinking, that is, since sets have gotten so much harder to assemble otherwise -- will be able to get some other relatively cheap items including a shako or a tal's mask.  This helm is nice, but it doesn't come close to +2skillsfe/mana for a caster or dual 10%leechfe/mana/resists for a fighter. 

As for the gloves, they're certainly decent, but they're nowhere close to some of the better gloves that are still easy to acquire -- frostburn or magefist for a caster, laying of hands for a fighter. 

You're right, of course, that this is a fighter's set.  But it just doesn't seem like a particularly *good* fighter's set.

No disagreement here on the "relative value." Not everyone is as +skills focused as the general bnet population. Some of the runewords out there that just blow things away.

Also, CB is great in certain environments. It is not the all purpose wonder killer it was pre LoD.
