So effectively Taunt will set the taunters aggro to max+1 so that if successful it will automatically pull the aggro off of anyone. Big change, especially considering how it was so broken in the last patch.
Ah... so that's what that meant. Yeah, that'll definitely change a battle's dynamic. A warrior wouldn't have to break their taunt keys so much when trying to spam taunt something off someone but at the same time, they won't be able to build up a ton of aggro on a mob at the start of the battle by spamming taunt. I imagine a lot of kiting happening between warriors and strong ranged attackers. That is, a warrior will taunt, the ranged attackers will pull aggro with attacks, warrior taunts, etc.
If this is the case, then I think Mind Control actually got a proxy boost in power and usefulness. No longer would an early MC break = dead priest in an instance.
