I did my tests by running D2 in a debugger, and watching the results when the game called to retrieve the stat. With a Eth'd weapon, and using the Dragon Talon skill, it returned -25. Didn't test for ITD, but I assume it to be the same, should be no difference really. Same goes for STATS_TOHIT.

Would have thought that IAS worked with Dragon Talon as well, since there are various speed tables and calculators (namely the german one) that has stats on Dragon Claw/Tail finishers. Not sure though.
