I recently found a dragon sheild in the NM arcane sanctuary. If I was to socket it, could I get the maximum number of sockets?

Yes.
With the socketing quest you will automatically get 3 sockets out of the dragon shield considering where it dropped.
If you use the socketing cube recipe, the recipe randomly rolls a number between 1 and 6. If the number is higher than the maximum for the item, it gets the maximum.

So what are the level breakpoints for socket numbers?

The breakpoints are ilvl 1-24, ilvl 25-39, ilvl 40+. In the case of dragon shield, the max number of sockets is 3/3/3, so it doesn't matter where it's found. You can use the calculators in my sig to find the max number of socket for an item.
