Output at Runeword creation

Heard a rumor that when creating the Call to Arms runeword the selection of 'plus to skills' might not be a uniform distribution. I would guess this is another baseless rumor when someone got less that optimal mods on a runeword, but it brings to mind the following questions:

Does ilvl on the input have any influence on runeword output?
Do the cube recipes for socketing normal items change the ilvl of the item?

I have not seen any discussion on how the game chooses a specific value for an afflix on an item and what can influence it, if anything.

My vote is also for "baseless rumor when someone got less [than] optimal mods."

Thank you for the quick response.

So it's safe to infer that when the game assigns a value to a variable afflix that the chance would be 1/X, where X=range of possible values. Just want to confirm the assumption in practice.
