Why not use Hellrack?

I was just looking through some items on the Arreat Summit, and came across an exceptional crossbow called hellrack. Here's the stats, copy and pasted:

More elemental damage, yes. More physical damage, no.

Hellrack also has just 20% IAS compared to Buriza's 80%. Even if you socket it with two Shaels, it'll still have less.

In addition to the slow attack speed cited by adeyke, it requires a lot more strength than a Buriza.

The only two character types that I can see using a Hellrack are a Bow Assassin using Burst of Speed (after all, it takes 149 str to wear Natalya's Armour, so the additional points to use the Hellrack are not that much of an extra stretch) and a Paladin Ranger who uses Fanaticism. Both of these can manage to get the Hellrack to fire at 11 fpa with relative ease.

An Amazon needs a whopping 215% IAS to get to that speed. :(
