-X% Target Defense

I know that Ignore Target's Defense doesn't apply in PVP but does anyone know if -X% Target Defense still work in PVP?

I believe "Ignore target's defence" is ineffective against certain types of monster (Act end bosses and superuniques/uniques spring to mind), whereas 4-eth items will still work.
