Chain lightning. IAS or faster cast?

I seem to vaguely remember that chain lightning was one of the few skills - if not the only one - which relied on increased attack speed rather than faster cast. Is this still the case in 1.10 or have they "fixed" this?

In 1.09, lightning and chain lightning used IAS. In 1.10, this was fixed and they use FCR.
