If the universe is a closed finite system then wouldn't we already be in a perpetual motion machine?

Not technically, since the amount of stuff going on would keep decreasing if the universe kept getting bigger and bigger with the physics we have now. Technically, if it were perpetual motion, the same amount of stuff could be going on forever.
