How can I have a level 60 account

So far as I understand it, such a thing is against Blizzard's EULA. You may--or may not--be a very unhappy player if you decide to throw your money away on such a thing.
First off, the game does not start at level 60. If it's not fun to play now, then it's not gonna be. Although it may be more fun if you stop 'powerlevelling' and start roaming around finishing quests, running instances with friends, etc., which may actually be faster.
