It seems that the mage spell ice armor rank 5 isn't applying its chill effect when you're protected by a damage shield like ice barrier or power word: shield. Oddly enough, this is a bug that only affects rank 5, rank 4 and under will apply the chilled affect normally.
Certainly not the end of the world in terms of bugs, but definately annoying. I want my extra 0.61% damage reduction damnit! (And definately something to keep in mind if you're PvPing with ice armor up.)
