Due to new forum security measures put in place in 2007, new accounts cannot create a new topic until they've replied to an existing one. This is done for two reasons:
1) You have to show you want to actively participate in a discussion, and it helps get people to READ threads before posting a new one with the same question someone else has already asked.
2) It keeps out spammers who were using bots to spam up the forums with ads and drivel.
