The best gauge of when the patch will come out is when you have about a week where no patches are done to the PTR and they annonce the PTR is going down, usually a Thursday announcement for a Friday or Saturday shutdown. If they're still patching the PTR right now, no way is it coming next Tuesday.

The problem is in the translation.
Next week, there'll be a Taiwanese-only patch. That patch includes a firework festival, intended to celebrate the 2-year anniversary of WoW in Taiwan.
The text also includes some information about 2.3 (i.e. gyrocopters, guild banks, etc.), but it doesn't give a date for it -- the date it states is for the festival-patch.
So no, 2.3 won't arrive next week. They're still introducing changes to the PTR.

I wouldn't expect it for *at least* another 2 weeks, if not more.
