The handheld is an Anbernic RG35XX.  It's pretty neat!

Am I correct in assuming it's the PS version of the game and not the PC version?

You are not correct.  It seems to be a PC port of Diablo 1 that this handheld machine can run.  There is also Hellfire installed.
