Question about yards:screens

Well mostly in regards to static... I feel like having a level 30 static, so sue me. This should be about a 23 yard radius, and I was wondering on a 600x800 just how far is that...
Also, what is the best sorc spell for just hitting something so that they can't do much about taking damage (other then ts) -Saga_Keeper

As terribly useful as all of that information is... ere I'm not enough into all the hard numbery stuffy stuff (or I could just be tired) and my brain is not absorbing this... is there a plain english answer?
