1.10 and cheating

Hey what are 1.10's plans against cheaters and spammers advertising on Battle.net? Seems to have gotten a lot worse since I stopped playing a while back. Somehow I doubt they will do much as most of their measures so far have not had much effect on the public. Its really screwed up how everyone is using hex's and such.
