FoH, most underpowered level 30 skill?

As the text says, ive watched the skill in its various incarnations through the different patches of the game. And still blizzard havent managed to do it proper justice, giving it the punch it deserve with that name.

And for 1.10, as of the beta, FoH gets a measly 5% lit damage bonus per point invested in holy shock. Letting it reach about 1200 lit damage per shot, maxed. Which is not much, plus it suffers the casting delay of 1 second, further nerfing its usefullness. And it doesnt even help with proper crowdcontrol, holy bolts only working on undead. Essentially making FoH a lite version of thunderstorm that you have to manually aim and fire each time. Foh should be bigger and more nasty than thunderstorm, a potent smiting attack from the high heavens.

Something ive speculated on that could help Foh a bit, is that holy bolts would be able to damage demons. That would also help out the narrowly focused holy bolt spell and make it infinitely muchly more usefull. Especially with the damage boost it has gotten in 1.10s. Imo it would make more sense that holy bolts, bolts of holy energy would damage undead as well. And maybe even extending it to the cool looking sanctuary aura.

I know its unlikely, but im crossing my fingers and wishing for that the paladin gets some more love in the final version of 1.10, that his too narrowly focused skills become more usefull. And offering more possibilities than the all encompassing Zeal+fanatisism, or Vengeance+conviction. But it is possible, blizzard did greatly boost the damage output of holy bolt as mentioned.
