Minor nit:  Fear Ward cooldown is 30 seconds.  This certainly doesn't stop you from rotating dwarf priests to keep Fear Ward up (assuming you have enough) but it does make it so that one dwarf priest can not always reliably keep a tank buffed against fear indefinitely.

While that is true, if you are getting feared more then once every 30 seconds, you are doing something wrong ;)

Consider the fact that in order for that to happen, you would need to have 3 fears happen with less then 30 seconds between them. E.g., first fear eats up the Fear Ward, which is immediately recast. If another fear is cast 20 seconds later, the tank still has the Fear Ward, which gets used up. Now, only if a third fear comes before the cooldown is up again (a whole of 10 seconds), then you are in trouble.
