The formula for hitting a target is:
2 * (attacker_level / (attacker_level + defender_level)) * (attacker_AR / (attacker_AR + defender_DR)
ITD would essentially drop the last term (because it reduces to 1), which would mean that hitting monsters relies on the level differential between you and whatever it is you're attacking. So in that sense, AR means nothing.
However, ITD does not work on Act bosses, Superuniques, and unique bosses. It also doesn't work against other players and their mercs. In this case, AR becomes a factor again because the latter term of the above equation comes back into play.
