I'm in the camp that generally believes the Federal government should do the minimum necessary to fulfill it's constitutional mandate.

Just a quick point: who thinks otherwise? Do you really believe that welfare liberals advocate their agenda simply because they like government? No, they, too, feel that the normative elements of the constitution demand that the government take a certain role in the welfare of the citizenry.
