Is plague javelin viable in 1.09 even with the 4 second casting delay?

Yes and other non-spear class weapons can benefit too.

Can effective blocking go over 75% (because of high dex)?

No.

Another question....has anyone used Impale before?  The stats on Arreat Summit look pretty good...but I've heard that it's too slow.  But then again, a Tankazon would have all the time in the world :P  Thoughts?

1. Yes. Impale is slower than than . . . Hey have you tried to get a Sorceress chilled before casting Lightning? It's like that. <_<
