The CRTC is the governing body for what is allowed to get on Canadian TV. This "TBC" is an organization that seems to include most of the stations, with the notable exception of the largest (the CBC), as well as a number of advertising sales agencies.
The TBC includes a committee that clears PSAs used by the non-CBC stations. Acceptance of this committee's recommendations are voluntary.

I had to check up on "TBC" as well. I was unfamilar with that organisation.
SEXtv is a member of TBC, like every other CityTV channel. I'm a bit surprised that they would go along with TBCs ruling, given the fact that they show clips of hardcore porn and that CityTV airs softcore porn (late Saturday nights).
Also, I think (confirm/deny?) that the CRTC doesn't regulate a lot of the stuff that is aired on Canadian television. I watched an interview with a spokesperson from the CRTC who said that they pretty much leave the Canadian stations alone UNLESS there is a serious complaint. If they get a complaint, they take action. I don't know what sort of action they might take.
