It was the absence of a single super-power that lead to the wars of the 20th century (the World Wars, Cold War's hot wars). In the case of Europe, the multipolar atmosphere led to alliance blocks. The Cold War obviously resulted from two super-powers duking it out, via proxy.
On the other hand, historically, a single polar world did lead to the rest ganging up on the super power.
