He didn't say tax rates. He said taxes. And about this, he is correct, and you are not. The key for corporate taxes is not the stated rates, which are very high, but the rates actually paid, which are incredibly low. There are a million ways to dodge corporate taxes, and US corporations use every one of them. The fact that the US collects the most revenue is totally irrelevant, because the US is also the world's largest economy by almost twice. The question is per capita, or relative to GDP, and by that measure, it looks very, very different:
