I found this quote rather humorous (and saddening in the same right):

“We believe that the law is constitutional and that this is yet another political attempt by the Democrats to stop us from cutting spending,” said Ronald D. Bonjean Jr., a spokesman for Speaker Dennis Hastert, R-Ill.

Either Mr. Hastert's spokesman missed the point entirely, or they knowingly decided to spin the issue to make it a "Democrat vs Republican" issue.

Like Adina Rosenbaum said

“This is simple elementary school civics”

The same bill didn't pass in the house, the senate, and endorsement of the President. If any of those steps are missing, its not a law.
