Do items giving R.I.P. mod keep nihalathak from casting C.E. ?

Yes. He won't be able to use the corpses anymore if you kill them while wearing a RIP item.

Just don't party up with a skelemancer while wearing one. Your buddy won't be able to kill much either.

What has to happen to make the dead guys R.I.P.? Is it just a hit, like with PMH, or do you have to deliver the killing blow? And does it work with spells, or just melee?

It does work with spells. And you have to deliver the killing blow while wearing RIP equipment. That is, it's not enough that you "tag" them once.
