I.E. I have a Poison mancer that meets a monster that is immune to poisen.
I then cast Lower resist on it. Can my poison attack now damage it?

Against immune monsters, the LR effect is reduced to 1/5 (rounded down). Sometimes this is enough to break immunity, sometimes not.
For example, slvl 20 LR gives -62%. Against immunes, it's just -12%. That means those immune monsters with 100-111% resistance will have their immunity broken, while those with 112+% won't.
Also note that if you break an immunity, the resistance would still be very high. For example, if you used the slvl 20 LR on a 100% resistant monster, it'd end up with 88% resistance, which is still a lot.

Unless coupled with another item that reduces enemy poison resistance, such as a Rainbow Facet.
/edit: Or conviction... but that requires a partner Paladin.
