So I was mephing yesterday and I found this swords. It's a pretty nifty sword called Lightsabre (it's a phase blade). It has a bunch of mods, among them, a mod saying 'Ignores target's defense.'
I always thought that defense was how likely you are to hit your target. The higher the enemies' def, the less likely you are to hit them.
Am I to understand that this weapon will always hit the target no matter what?

I'm on my way to work and can't explain very thoroughly, but you'd probably be interested in reading about to-hit calculations on

Note that there are caps to the formula. It can't go lower than 5% nor higher than 95%.
Edit: Added note.

I was wondering about Conviction, -x% Target Defense and -y To Monster Defense.
Does a lvl 7+ conviction (-75+% defense), along with a -25% target defense weapon, actually set the monster defense to zero?
I know that -% resist is reduced to 1/5 against immunities, and that ITD works only against normal monster... how about -% defense against champions/uniques/super uniques?
