Ancients skipping?

Apologies if this is in the wrong section.

I recently saw a lvl 8 character in a NM game, how is this possible? I thought you had to be clvl 20 to kill ancients and continue onto Baal?? Am I just displaying my usual noobishness or is there something I'm missing? :huh:

If someone kills Baal for quest credit, characters in Harrogath also get credit (even if they haven't done the ancients quest).

Also, it could've been a converted classic character.
