This is for a couple of people on Terenas that asked for blue confirmation on the weapon skill benefits I was speaking about this past week.

Trying to put this as nice as I can, all observations I've seen have basically said Crezax is full of it.
For a equal level mob, nothing besides glancing blows has changed since 1.0. That is, for melee, 1 weapon skill = +0.04% Crit, -0.04% Miss/Dodge/Parry/Block. For specials, hit scales differently (because glancing blows don't exist for specials) so it's -0.24% miss per point. For a +3 mob, the best results I've seen so far are showing an additional +0.1% crit per weapon skill.
With +4 weapon skill, that would mean melee has a +0.88% increase (unless the mob blocks, and DPS lost to blocks is hard to measure) and specials have a +1.44% increase because you shouldn't be attacking from the front to begin with.
His parry numbers are off, his decimals are off, and people shouldn't be experiencing parry anyway. Barring some definitive data saying otherwise, his miss numbers are most likely off too.
Trade yourself in for the perfect one. No one needs to know that you feel you've been ruined!

Not unrelated (Tigole and Kalgan comment mainly on the melee DPS related changes):

There is a vague mention of glancing blow changes upcoming:
Quote:Weâre also reducing the Glancing Blow damage penalty for creatures 1-3 levels higher than the player. This will have a significant effect on melee DPS as it relates to endgame melee dps. More details on this at a later time.
I suppose the 'more details' will be necessary to see how +weapon skill will be here.
There is lots of interesting but vague tidbits -- especially about consumables (particularly flasks and elixirs -- big changes coming).

Pasting in as apparently this topic has been deleted.
Code: Lately, Iâve been seeing a lot of posts about the same subjects â subjects that have been addressed in an upcoming patch â so I wanted to let you guys know where things stood.
The Rogue Situation
Weâve done a tuning pass of many of our dungeons/bosses/encounters to ensure that nothing overly punishing occurs to âmelee DPSâ that would lead people to favor ranged DPS over Rogues/DPS Warriors etc.
Also, weâve changed the NPC cleave mechanic so that itâs now a frontal cone ability rather than a 360 degree chain attack. Sweeping Strikes has been removed from all Burning Crusade NPCâs.
Weâre also reducing the Glancing Blow damage penalty for creatures 1-3 levels higher than the player. This will have a significant effect on melee DPS as it relates to endgame melee dps. More details on this at a later time.
End Game Itemization
As weâve stated before, we made a lot of improvements to endgame gear progression. To put it in perspective, take a look at this Warrior Tanking Breastplate from before and after.
Destroyer Chestguard â Currently
+24 Strength
+22 Agility
+39 Stamina
Blue Socket
Yellow Socket
Red Socket
Socket Bonus +6 Stamina
Equip: Increases Defense Rating by 23
Equip: Increases your dodge rating by 16
Equip: Improves hit rating by 18
Destroyer Chestguard â Patch 2.1.0
+21 Strength
+22 Agility
+51 Stamina
Blue Socket
Yellow Socket
Red Socket
Socket Bonus +6 Stamina
Equip: Increases Defense Rating by 23
Equip: Increases your dodge rating by 20
Equip: Improved hit rating by 20
âTrashâ Concerns
Equally interesting yet non-epic-dropping non-bosses (or âTrashâ as he community likes to call it) has been of concern lately on these forums. In all of our 25 person raid zones weâve made a number of bug fixes and tuning adjustments. For example, the trash should be significantly easier to clear in most cases â and take less time. Also, weâve lengthened the time between respawn on a lot of the trash. Yes, trash will respawn in some cases. Itâs a pacing mechanic and one that works well when tuned correctly. For example, the trash before the Prophet Skeram or the trash before Attumen the Huntsmen or the Maiden of Virtue works well. You get a couple of tries on the boss, and if you fail, you spend a short time re-clearing. Yes, there are cases of the trash respawning too fast or the trash being too difficult or too lengthy. Those are the cases we hope to fix. Weâve also fixed some bugs that were allowing the trash to respawn after the boss for a certain area was dead.
Consumables
Weâre making substantial changes to the way certain consumables work . In particular, Flasks and Elixirs are going to undergo major changes. More information will be available later on. We want Flasks and Elixirs to be a part of the game. We want alchemy to be a cool, needed profession. But we want to remove the tedium and cost from the massive consumable farming thatâs going on for endgame raiding. Weâll provide more information soon â but for now, expect big changes to Flasks and Elixirs.
Boss Tuning
Weâre looking at the boss tuning from dungeons to heroics to raids. Your feedback is being listened to.
To Summarize
Weâre making big improvements to the game. Whenever possible, we hotfix changes to get them to you as quickly as possible. Unfortunately, there are many changes that require a patch and cannot be hotfixed. Many of these changes are coming in Patch 2.1.0. The patch will be on PTRâs in the upcoming weeks. Youâll be able to see them there and try them out for yourselves. Youâll also be able to test Black Temple. Weâre also looking into ways of making Hyjal accessible on the PTR as well to get more testing on that zone.
I can assure you that weâre aware of the issues you guys are discussing on the boards and weâre listening closely. Weâre also dedicated fans of the game ourselves. We play it every day =D We will affect change as quickly as we can. Patch 2.1.0 will be on the PTR soon enough and youâll all have the opportunity to comment and make suggestions on the changes.

I'm not a math scholar... but somehow his "net increase" doesn't make any sense to me.

I don't know how definitive the data is, but there are studies going on about the +hit gained from +weapon skill in the Elitist Jerks Rogue DPS Spreadsheet thread. The findings, as I understand them, seem to be that +1 weapon skill against a level 70 mob is giving 0.1% hit which goes against the 0.04% hit thinking. There still seems to be doubt that the blue post is accurate, but it seems the 0.04% thinking is also not accurate. Here is a link to the thread around where the discussions and data sets are. You may have to go forward or back a page or two. I didn't narrow it down to the exact start, but it gives a place to start looking. Anyway, I'm not entirely sure if any final conclusions have been made, but this seems to be where testing is going on about the matter.
