Odd +max dmg affixes

o.k either that Blizzard made those changes when they were high on the grape juice or something smells fishy here.

Not a long ago I saw, at Malah's in normal, a Javalin of Butcher with +40(!!!!!!!) max damage, the level req was level less than 27, today I saw (again, at Malah's in normal difficulty) a Slaughter javelin with +20 max damage and around 20-15 level req, now what the hell is going on? Is this thing intentional or it's some kind of bug?

"of Butchery" is a blue-only suffix that gives 21-40 max damage at clvl 27.

"of Slaughter" is a rare-allowed suffix that gives 15-20 max damage at clvl 18.

Neither of these was changed between 1.09 and 1.10. I guess if you had the Butchery suffix with a clvl requirement under 27, this would indeed be a bug,
