Granting sounds more likely, IMO. Like how Trang Oul's stuff GRANTS the fire skills, rather than adding. Otherwise Blizz would be shooting themselves in the foot, creating items for one class, only to have them abused by another...

I'm quite certain that oskills are capped at +3 for the skill that has that skill. For other classes, it grants that skill and lets them boost it with +all skills (not +skill tab, or +class skills) equipment. This is a very wise game-balance decision.
