Not in notes, are they in the patch?
Debuff priority. They had said they would make a system that would prevent warlock curses from getting knocked off by crappy warrior and rogue procs, but I don't know what happened.
CTRA optimization. Blizz has determined that some UI's that try to exchange a lot of info thoroughout a raid cause lag. They said they could do something about that, but nothing is in the notes.

Sweet Jebus!! A massive buff to Pallys, and you are whining about this bone they toss our way?
Let's compare the changes, shall we? Alliance raids are presented with 2 attractive options: tell some pallys to stay home (it seems like many of yours are people with at least 2 60's anyhow) and have 2 pallys cover the whole raid, OR roll 5-6 pallys deep, and cover every member of the raid with all of the blessings they want.
Horde, on the other hand, need to keep people in the same party AND area to get the buff. You can't play with any fewer shaman because of this. Also, it takes up the Air totem slot, which means you can't cast Agility, Windfury, or grounding.
