Improved Seal of Justice seems like it would be mighty useful in PvP now. Sure all it does is front load your stuns but that's when you need them.
I would not expect a prot warrior to be able to chain stun using improved revenge. I would expect him/her to be able to stun as much as possible without interfering with the controlled stuns such as Kidney Shot, Hammer of Justice, and Concussion Blow.
But that is just how I'm reading the text, so take that for what it is worth :P

This is also how I read it; that there would essentially be two seperate diminishing returns timers. One would deal with controlled stuns (Conc Blow, HoJ, Kidney Shot, etc.) and one would deal with uncontrolled "proc" stuns (Revenge, Blackout, SoJ, etc.). This would allow for more opportunity to stun a target (if it is stunnable at all...) and a little more control over it. No longer do you have to use HoJ or Conc Blow before your proc stun procs 3 times just to ensure that you get max stun duration.
