This procedure, is rather popular in Haiti and reached a Zenith during Aristide's days. Also common in a couple of the West African countries when order broke down: Liberia, Sierra Leone. Not sure who was copying whom, if anyone was. If you look into anarchy failed states fall into, necklacing appears to have caught on as a popular form of peer sanction.
