I need to go.  Can Sharanna tank this one or no?

I've done all of BRD without a tank - a Pally should be fine :)

I know we can't see all content, so I'm going to have to go twice, which will also happen when Galreth is ripe.

You'll end up going more than twice. If you do it in order, I'd say:
1) Talk to Marshall Windsor, Dark Iron Legacy, The Heart of the Mountain, start The Good Stuff, kill Incendius. Maybe even go for Bael'Gar. Note that this would be a long instance run.
2) Go for all the Bar quests (Screwspigot, Ale, start Love Potion), named for next Windsor quests, and Emperor.
3) Clear out all of prison, escort Windsor.
4) Back to bar to turn in Love Potion.

Unless you're insane (*whistles* - anyone remember Scholo?), 4 is still tough to do.
