Why aren't soldiers being arrested for assassination?
Why aren't bouncers being arrested for criminal assault?
Because that's the current interpretation of law.
In this case, it may have to do something with the male 'actor' being a professional, too. All we have is two professionals working together, coincidentally (well - more or less) having sexual intercourse.
Neither can the distributioners be prosecuted, for they don't sell the intercourse, but 'documentary' material on which intercourse is shown.
Lastly, for obvious reasons neither the customer nor his hand can be prosecuted. All that he maybe does pay 'her' is a load of slip creme. ;)
