I have found with all my chars , levelling there from level 20 - 25 before I start Baaling is probably the fastest way you can gain those levels . Around 2 levels a run in a full game , easily from level 20 . Also did'nt know just being in town would not get you the quest , I thought if you where partied that was it . Thanks for the info .
