Well, throwing mastery increases your attack rating and physical damage with thrown weapons. Since potions do elemental damage only (poison or fire), attack rating is ignored because elemental missiles always hit. Mastery and critical strike won't increase damage because they have no physical damage.

A related question - would a Sorceress's Fire Mastery increase the damage of fire potions?
