Ah, I see what exactly you're getting at. My apologies! I'll have to have a look at that spreadsheet.
I think that a number of my points regarding the costs of such a program remain valid to a certain degree as at least a portion of the money may be better spent from a social/economic perspective in (e.g.) tax cuts (once the funds are available ;) ), and social programs. However, the arguments you mention definitely have merit and warrant some attention.
