The problem with having a button on the talent pane to reset talents is that then people would switch their talents around based on individual fights. Going to fight a boss that's immune to fire? No problem, switch all those fire talents into cold talents, etc. Making people only be able to switch talents in cities mitigates this to some degree in that the person is stuck with their choices for the entire time they are away from the city.
